This is a stacked category — a candidate who is both Persons with Disabilities (PwD) and OBC. The combined relaxation is a single defined figure (13 years), not the PwD-alone relaxation (10 years) and the OBC-alone relaxation (3 years) added on top of each other as two separate steps — in this case the numbers happen to sum the same way (10 + 3 = 13), but that's a documented, specific relaxation figure for this exact combination, not a coincidence you should assume holds for every stacked case (Ex-servicemen combinations, for example, work differently and aren't modeled by this calculator yet).
