HRA Rates by City Class
HRA is a percentage of Basic Pay that steps up automatically once the DA rate crosses 25% and again at 50% — no fresh notification needed for the step-up.
| DA rate | X class | Y class | Z class |
|---|---|---|---|
| 0%–24% | 24% | 16% | 8% |
| 25%–49% | 27% | 18% | 9% |
| 50%+ | 30% | 20% | 10% |
X floor
₹5,400
Y floor
₹3,600
Z floor
₹1,800
HRA is never paid below these floor amounts, regardless of the percentage calculation.
X = the 8 highest-HRA cities (Delhi, Greater Mumbai, Kolkata, Chennai, Bengaluru, Hyderabad, Pune, Ahmedabad — confirmed against the OM's own Annexure). Y = other specifically classified cities (a much longer state-by-state list, confirmed to exist in the same Annexure but not transcribed here). Z = everywhere else. This project does not ship the full Y-city list — the calculator asks the user to select their own classification directly rather than guess it from an untranscribed list.

Frequently asked questions
Why does my HRA rate look different from this table?
The rate depends on the current DA rate crossing 25% or 50% — since DA is already well above 50%, the highest band (30/20/10%) applies today. This table shows all three historical bands so you can match older pay slips too.
What if my city isn't classified as X or Y?
It's Z by default — every city/town not specifically listed as X or Y is Z for HRA purposes, per the same order.
